Designates all state waters and submerged lands around the island of Lana'i as a community-based fishery resource management area.

Establishes a Lana'i community-based fishery resource management area advisory committee composed of island residents with knowledge of traditional cultural practices, appointed by the governor with senate consent.

Requires the committee to develop and implement a fishery management program incorporating traditional Hawaiian practices, including lunar calendar considerations, spawning season closures, size restrictions, and community monitoring of fish stocks.

Directs the committee to propose rules to the Department of Land and Natural Resources for adoption, with public hearings held on Lana'i, and to conduct community education programs on sustainable fishing practices.

Appropriates funds for fiscal year 2011-2012 to establish the program; bill repeals upon adoption of rules implementing the 'aha kiole/'aha moku management system statewide.
