Amends Section 244D-4 of Hawaii Revised Statutes to establish new liquor tax rates effective July 1, 2011, replacing the rates that were in effect from July 1, 1998 through June 30, 2011 (specific new dollar amounts per wine gallon are left blank in the bill text).

Modifies Section 244D-17 to direct revenue collected from the difference between the new 2011 tax rates and the previous 1998 rates into special accounts by county.

Requires counties to use the incremental liquor tax revenue as an offset against their operating costs for enforcing Parts II and IV of Chapter 291E, relating to driving under the influence of intoxicants.

Becomes effective July 1, 2011.
