Amends section 21G-3 of Hawaii Revised Statutes to require the legislative broadcast program to select proceedings for broadcast based on criteria related to matters of public interest.

Establishes that the joint legislative access committee supervises the legislative broadcast program and shall apply public interest criteria when selecting which legislative proceedings to broadcast.

Addresses situations where significant public interest legislative proceedings have not been broadcast due to requests from committee chairs to exclude them.

Takes effect upon approval.
