Expands authorized uses of the agricultural development and food security special fund to include dams, reservoirs, and investigative studies to assess improvements to these water infrastructure systems.

Authorizes the Director of Finance to issue general obligation bonds and deposit proceeds into the agricultural development and food security special fund for dam, reservoir, and irrigation system improvements.

Requires private revenues to match any funds made available from the special fund under this Act.

Prioritizes funding for dams or reservoirs classified as "high hazard" or those requiring Phase I or Phase II safety improvement investigations.

Takes effect July 1, 2020.
