Establishes a state matching funds program administered by the Department of Agriculture to provide state funds matching county expenditures for agricultural support positions and expenses.

Department must establish procedures and standards for determining which county expenditures qualify, the matching fund ratio for each county dollar spent, and distribution methods if requests exceed available funding.

Creates the "state matching funds for county agricultural support special fund" within the state treasury to receive legislative appropriations, grants, gifts, and interest earnings to fund the matching program.

Appropriates unspecified sums from general revenues for fiscal years 2011-2012 and 2012-2013 to establish the special fund and implement the matching program.

Effective date of July 1, 2020.
