Amends Chapter 576B of Hawaii Revised Statutes to update the Uniform Interstate Family Support Act and align it with the 2007 Hague Convention on International Recovery of Child Support and Other Forms of Family Maintenance.

Expands the definition of "foreign country" to include countries that are parties to the Hague Convention and establishes procedures for recognizing, enforcing, and modifying support orders from foreign tribunals.

Adds new provisions for handling Convention support orders and foreign support agreements, including registration requirements, contest procedures, and grounds for refusing recognition based on public policy or due process concerns.

Modifies jurisdictional rules to allow Hawaii tribunals to establish, enforce, and modify support orders involving obligees, obligors, and children residing in foreign countries that are parties to the Convention.

Takes effect on July 1, 2020, and applies to all proceedings begun on or after that date involving establishment, modification, or enforcement of support orders regardless of when the original order was issued.
