Directs the Department of Public Safety and Department of Accounting and General Services to plan and design a new minimum-security correctional facility at the site of the existing Oahu Community Correctional Center, modeled after the Honolulu Federal Detention Center.

Requires the Department of Public Safety to submit a status report to the legislature no later than twenty days before the 2012 regular session, including recommendations on transitional inmate housing during construction and the cost of preparing an environmental impact statement.

Authorizes the Director of Finance to issue general obligation bonds for fiscal year 2011-2012 to fund the planning and design of the minimum-security facility (specific amount left blank in the bill text).

Appropriations shall not lapse at the end of the fiscal biennium, except that all unencumbered funds as of June 30, 2014, shall lapse on that date.

Takes effect on July 1, 2020.
