Adds "sibling" to the definition of family members for whom an employee may take family leave under Hawaii Revised Statutes Section 398-3.

Defines "sibling" as a biological or adoptive brother or sister.

Expands family leave eligibility to include caring for a sibling with a serious health condition, in addition to existing coverage for children, spouses, reciprocal beneficiaries, and parents.

Maintains the existing entitlement of four weeks of family leave during any calendar year.

Takes effect upon approval.
