Requires the Contractors License Board to conduct public hearings before making determinations on contractor license applications that receive timely opposition.

Mandates public hearings for all disciplinary actions including license suspensions, revocations, renewal denials, and penalties under chapter 444.

Requires public hearings for settlement agreements between the regulated industries complaints office and licensees subject to disciplinary action.

Mandates at least 14 days public notice prior to hearings in accordance with section 92-41 notice requirements.

Effective July 1, 2112, with amendments to section 444-17 to remain in effect when that section is reenacted on June 29, 2013.
