Establishes the Hawaii Health Corps program administered by the University of Hawaii John A. Burns School of Medicine and University of Hawaii at Manoa School of Nursing and Dental Hygiene to provide loan repayments for physicians, physician assistants, and nurse practitioners.

Loan repayment program covers up to 20 percent of health care training costs (maximum $35,000 per year for up to 5 years) for eligible providers who commit to serve for 5 consecutive years in counties with healthcare provider shortages, with priority given to rural areas.

Creates the Hawaii Health Corps Revolving Fund to be funded by legislative appropriations, grants, donations, reimbursements from program participants, and interest earnings.

Appropriates funds for fiscal years 2011-2012 and 2012-2013 to support the Hilo Medical Center's rural interdisciplinary residency program, expand family medicine and nursing residency slots, establish rotations on neighbor islands (Maui, Molokai, Kauai), and provide yearly incentive stipends to residents at Hilo Medical Center.

Requires program implementation by June 30, 2012, with annual legislative reporting on program status beginning in 2012.
