Prohibits any person from selling, offering for sale, or distributing caffeinated beer beverages labeled as "pre-mixed drinks" in Hawaii.

Defines "caffeinated beer beverage" as beer containing added caffeine as a food additive at a concentration of at least one-half of one percent by volume.

Exempts alcoholic beverages made with naturally occurring caffeine sources such as coffee, tea, cacao, or extracts derived from these foods from the prohibition.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that occurred before the effective date.
