Amends Section 580-10 to require family court to issue financial restraining orders without a hearing when a divorce, annulment, or separation complaint is filed.

Mandates courts order each party to provide full financial and property disclosure on court-provided forms and restrains parties from transferring, encumbering, or disposing of property except for ordinary business operations or current living expenses.

Requires the non-filing party to be served promptly with the financial restraining order and grants them the right to a prompt hearing to challenge enforcement.

Amends Section 580-47 to allow courts to consider concealment of income or assets, failure to disclose assets, or violation of restraining orders when determining support, maintenance, and attorney's fees awards.

Effective October 1, 2011.
