Conveys ownership of two parcels of fast and submerged lands to the Natural Energy Laboratory of Hawaii Authority (NELHA): lands at Hamanamana, Kalaoa, and Ooma in North Kona, Island of Hawaii (identified in general lease no. S-5619) and lands at Kapoho, Puna, Island of Hawaii (Hawaii geothermal research station).

NELHA must ensure satisfaction of any covenants between the State, counties, or departments and holders of bonds issued by the State or political subdivisions related to these lands.

Amends Hawaii Revised Statutes section 227D-1.5 to clarify that NELHA can sell electricity generated from renewable energy sources to users on lands leased by the user from either the State or the authority.

Amends Hawaii Revised Statutes section 227D-2 to authorize NELHA to establish and manage facilities that are either owned or leased by the authority, and permits NELHA to engage in retail, commercial, and tourism activities unrelated to natural energy research with all income deposited in the NELHA special fund.

Takes effect upon approval.
