Increases state vehicle registration fee from $25 to $26 annually, effective January 1, 2012.

Creates an accessible parking special account within the disability and communication access board special fund to fund the statewide parking program for persons with disabilities.

Directs $1 from each annual motor vehicle registration fee to the accessible parking special account, with $20 going to state highway fund and $5 to emergency medical services special fund.

Requires all costs for administering the statewide disabled parking program to be appropriated from the accessible parking special account beginning July 1, 2012.

Transfers any excess revenue from the accessible parking special account to the state highway fund at the end of each fiscal year.
