Exempts state department of transportation structures and improvements for highways and airports from county permitting and special management area (SMA) permit requirements.

Adds new section 264 to Hawaii Revised Statutes allowing highway structures and improvements to be planned, designed, and constructed by state or county departments without county agency approval or permits.

Amends section 261-4 to exempt airport construction authorized by the department of transportation from county agency approval and SMA permitting requirements.

Amends section 205A-22 to exclude airport and highway construction authorized by the department of transportation from the definition of "development" subject to SMA regulations.

Implements recommendations from the 2009 construction industry task force and 2010 small business working group to support job creation in Hawaii's construction industry.
