Requires shipping companies to notify appropriate county officials whether fireworks shipments will be distributed pier to pier, pier to warehouse/storage, or pier to redistribution.

Establishes permanent labeling requirements for display fireworks and aerial devices, including importer name, address, contact information, manufacturer details, with labels at least 9 inches square and subject to state fire council approval.

Authorizes county fire chiefs to inspect fireworks display sites and personnel for compliance with county codes and National Fire Protection Association Standards 1123 and 1126, with a $200 inspection fee.

Permits county fire chiefs to immediately revoke or suspend fireworks display permits due to adverse weather, National Weather Service red flag warnings, or other hazardous conditions.

Restricts fireworks displays to 9:00 a.m. to 9:00 p.m. unless approved for other times by county fire chief, and requires importers to document proposed display events and validate inventory levels (3-month or 6-month supplies).
