Changes state agencies from mandatory ("shall") to optional ("may") when purchasing roadway materials with minimum recycled glass content.

County agencies are permitted to purchase roadway materials with minimum recycled glass content, changing from no previous authorization.

Establishes minimum recycled glass content of ten percent crushed aggregate in treated or untreated basecourse for paving materials without reducing quality standards for highway and road construction.

Allows use of one hundred percent aggregate in nonstructural capital improvement applications.

Highway and road construction projects funded by the State or county may use minimum ten percent crushed glass aggregate in basecourse and subbase when glass is available at a price no greater than equivalent aggregate.
