Amends Hawaii Revised Statutes Section 200-9 to define "regularly navigated" as a vessel moving under its own power from its assigned mooring within a small boat harbor to beyond the harbor and entrance channel at least once in a ninety-day period.

Relocates existing definitions of "recreational boating activities" and "commercial vessel activities" from the main text into a new subsection (e) without changing their meanings.

Specifies that vessels moored in offshore mooring areas must exit the designated mooring area under their own power at least once in a ninety-day period to meet the "regularly navigated" requirement.

Maintains existing provisions regarding vessel requirements, limits on residential moorage at Ala Wai and Keehi harbors, commercial catamaran operations, and inter-island ferry service preferences at Maui county facilities.

Takes effect on July 1, 2011.
