Creates a temporary tourism economic district task force to be placed within the department of business, economic development, and tourism, convening no later than thirty days after the effective date.

Task force membership includes representatives from state agencies (DBEDT, Hawaii Tourism Authority, Governor's Office), city government (Honolulu Mayor and City Council), legislature, Waikiki Improvement Association, Waikiki Neighborhood Board, visitor industry businesses, and the general public.

Task force shall investigate identifying and designating a specific district within Waikiki, determining ideal components regarding infrastructure, density, land use (residential, commercial, recreational), and other factors, and identifying necessary actions including fast-track zoning approvals and tax incentives.

Requires a final written report to the Governor, Legislature, and Honolulu city government by December 31, 2011, with the task force terminating on June 30, 2012.

Appropriates funds from general revenues for fiscal year 2011-2012 to be expended by DBEDT for task force purposes, effective July 1, 2011.
