Requires the liquor commission to conduct mandatory training for alcohol servers employed by licensees holding all classes of liquor licenses, except manufacturers' and wholesale dealers' licenses.

Training program must include instruction on recognizing alcohol intoxication, dealing with intoxicated customers, liability for serving intoxicated customers, and statutory prohibitions on serving intoxicating liquor.

Alcohol servers must complete the mandatory training within thirty days of commencing employment with each licensee where they work.

Liquor commission must maintain records of all employees who complete training, including employee information and licensee details, available for inspection by liquor commission investigators.

Costs of providing mandatory training are deemed to meet direct and proportionate relationship requirements for liquor license fees, and counties' liquor license fee collections constitute the State's share of mandated program costs.
