Exempts multi-track public schools from instructional hour requirements previously applied to all public schools under Act 167.

Phases in 915 student instructional hours for elementary schools over two school years: 50% of elementary schools in 2011-2012, then all elementary schools beginning 2012-2013.

Requires all public secondary schools to implement 990 student instructional hours beginning with the 2014-2016 school years.

Shifts deadline for implementing 1,080 student instructional hours statewide from 2013-2015 school years to 2016-2018 school years for both elementary and secondary schools.

Requires the Department of Education to report to the legislature by September 1, 2011 on current instructional hour levels and school compliance ability, with annual progress reports through 2018.
