Prohibits minors from using false identification to enter premises of establishments with liquor licenses that exclude minors, in addition to existing prohibitions on using false ID to purchase or obtain employment to sell liquor

Establishes a tiered fine schedule for minors violating liquor laws: $100-$250 for first violation, $250-$500 for violations within 3 years of a prior violation, and $500-$1,000 for violations within 3 years of two or more prior violations

Directs 50% of revenues from minor liquor violation fines to counties where violations occurred, designated for anti-underage drinking programs and underage drinking law enforcement programs

Requires minors convicted of liquor violations to complete at least 75 hours of community service work and an 8-12 hour alcohol education and counseling program, with costs borne by the offender or parent/guardian
