Amends Hawaii's employment security law to exclude sole proprietors with no employees from coverage requirements, but allows them to voluntarily elect coverage under section 383-77.

Adds "sole proprietor" to the definition of "employing unit" in Section 383-1.

Creates a new exemption (paragraph 25) in Section 383-7(a) for service performed by a sole proprietor regardless of incorporation status who has no other employees.

Makes technical corrections to language throughout the statute, changing "which" to "that" in multiple sections and clarifying federal law references.

Effective upon approval by the governor.
