Expands building plan approval requirements to apply to all new structures, alterations, additions, and equipment/materials/installations for any property or structure, not just specific building types.

Removes the outdated list of specific building categories (hospitals, hotels, schools, factories, etc.) that previously required fire chief approval.

Changes approval authority from the county fire chief to the "authority having jurisdiction," which is defined as an organization, office, or individual responsible for enforcing code requirements or approving equipment, materials, installations, or procedures.

Applies to building plans submitted after the effective date of the Act and takes effect upon approval.
