Amends Section 486H-10.5 to require the Public Utilities Commission to assess a civil penalty of $1,000 per day against any person who violates Section 486H-10.4.

Requires the Attorney General to institute a civil action in circuit court to recover unpaid civil penalties if they are not paid within the time period directed by the Commission.

Amends Section 486H-11 to clarify that the Attorney General's enforcement authority includes recovery of civil penalties in addition to seeking injunctive or other appropriate relief.

Does not affect rights, duties, penalties, or proceedings that existed before the Act's effective date.

Takes effect on January 1, 2050.
