Adds definition of "design-build" to Hawaii Revised Statutes as a project delivery method involving a single contract for design and construction.

Allows construction projects to be procured through competitive sealed proposals using the design-build method, subject to specific requirements.

Requires procurement officers to issue a request for proposals to prequalify offerors and select a short list of no more than three responsible offerors before final proposal submission.

Authorizes procurement officers to pay a conceptual design fee to non-selected offerors that submit technically responsive proposals for projects costing more than $1,000,000.

Takes effect July 1, 2011.
