Establishes the Hawaii Marine Highway System to be administered by the Department of Transportation as a ferry alternative to air travel between islands.

Requires DOT to develop a comprehensive long-range plan for the system and submit it to the legislature by 20 days prior to the 2012 regular session, with updates every five years thereafter.

Directs DOT to construct, purchase, or lease ferry terminal facilities in Honolulu harbor (Oahu), Nawiliwili harbor (Kauai), Kahului harbor (Maui), and Kawaihae harbor (Hawaii) for loading and unloading passengers and vehicles.

Creates the Hawaii Marine Highway System Fund to be administered by DOT, funded by system gross revenue, legislative appropriations, and gifts or grants from public or private sources including federal funds, with moneys expended only for operation and maintenance.

Authorizes DOT to adopt rules governing public use of ferry terminal facilities and charging of fees; effective date July 1, 2030.
