Amends principal evaluation criteria to include assessment of their performance in carrying out powers and duties under section 302A-1103.

Requires principals to develop and present school budget processes to school community councils in alignment with academic and financial plans.

Expands principal consultation requirements to include electronic media and websites when soliciting input on use of money, positions, and other school resources.

Requires the Board of Education to develop a formal appeals process for when principals set aside decisions made by school community councils.

Adds fiscal accountability to the evaluation of complex area superintendents and principals, including implementation of resource use consultation requirements.
