Allows the Board of Land and Natural Resources to renegotiate and extend leases for disaster relief lessees when less than five years remain on the original lease term.

Extension requires that the board find it is in the public interest and that the lessee make substantial improvements (costing at least 50% of the property's market value) to the leased premises.

Amends Hawaii Revised Statutes Section 171-87 to add lease extension provisions to existing disaster relief land lease authority.

Changes semicolons to periods in subsections (2) and (3) and adds semicolon in subsection (5)(C) for grammatical consistency.

Takes effect upon approval.
