Encourages the Department of Land and Natural Resources and Hawaii Community Development Authority to collaborate in locating suitable land on Oahu to construct a motorsports center.

Directs the agencies to consider Lot 9 on Oahu as a potential site for the motorsports center and to evaluate how such a center could serve as an economic development source for the State.

References the closure of Hawaii Raceway Park in 2006, which previously provided drag racing and motorsports activities in Campbell Industrial Park since 1962, and notes the resulting economic impact on small businesses that depended on the facility.

Specifies that the State shall not be responsible for planning, designing, or construction of a motorsports center.

Requires transmission of copies of this resolution to the Executive Director of the Hawaii Community Development Authority and the Chairperson of the Board of Land and Natural Resources.
