Requests a one-year pilot project by the Department of Transportation and City and County of Honolulu Department of Transportation Services to study and reduce morning traffic congestion on Meheula Parkway at the H-2 Freeway entrance from Mililani Mauka

Pilot project should identify causes of congestion and implement solutions, including consideration of "no left turn" signs during morning peak traffic from Meheula Parkway going northbound to Wahiawa

Requires the Department of Transportation to schedule and hold community informational briefings during the pilot project

Directs the Department of Transportation to report pilot project findings and recommendations to the Legislature no later than twenty days before the 2013 Regular Session convenes
