Urges the Mayor and City Council of Honolulu to prioritize repair and upgrade of existing sewer systems in the urban core's most populous census-designated areas before constructing new sewer system projects.

References the 2006 sewage spill that discharged 48 million gallons of raw sewage into the Ala Wai Canal as evidence of the deteriorated condition of Honolulu's old and undersized sewer infrastructure.

Calls for rehabilitation and replacement of main sewer pipes, implementation of backup strategies to minimize force main spills, cleaning and maintenance programs, plant facility upgrades, and pump station repairs in priority areas.

Directs sewer fee increases collected from ratepayers to be used for improvements to existing sewer systems rather than for constructing new sewer system projects.

Requires certified copies of the resolution be transmitted to the Mayor and City Council of Honolulu.
