Establishes a joint legislative investigating committee to examine two 1893 executive agreements between President Grover Cleveland and Queen Lili'uokalani: the Lili'uokalani Assignment and the Agreement of Restoration.

Committee shall investigate the status of these agreements, hold hearings, receive information, and submit findings to the Legislature no later than twenty days before the 2012 Regular Session convenes.

Committee consists of ten members including House Finance, Water/Land/Ocean Resources, and Hawaiian Affairs Committee chairs; Senate Ways and Means, Water/Land/Agriculture, and Hawaiian Affairs Committee chairs; plus one representative each from House and Senate majority and minority leadership.

Committee granted full investigative powers including authority to issue subpoenas, administer oaths, hold hearings, and compel witness testimony and document production.

Resolution references a federal lawsuit filed in Washington D.C. claiming the executive agreements remain valid and that Hawaii state statutes conflicting with them would violate the U.S. Constitution's Supremacy Clause.
