Request the Attorney General to establish a special task force to investigate the State Health Planning and Development Agency for possible violations of the Administrative Procedure Act (chapter 91, HRS) and the sunshine law/open meetings law (chapter 92, HRS).

Direct the Attorney General to determine the task force's size and composition to represent all interested stakeholders and serve as its chairperson.

Require the task force to convene during the 2011 legislative interim and terminate proceedings on June 30, 2012, with all proceedings subject to chapter 92, HRS.

Require the Attorney General to submit a report of findings and recommendations, including any proposed legislation, to the Legislature at least twenty days before the 2012 Regular Session convenes.

Identify alleged violations related to the State Health Planning and Development Agency's approval of the state health services and facilities plan and adoption of capacity threshold rules, which may have affected certificate of need decisions and health care availability in rural or underserved areas.
