HI HCR11

Urges the Governor of Hawaiʻi to request all 21 Asia-Pacific Economic Cooperation (APEC) member countries to establish honorary consuls in Hawaiʻi before the November 12-13, 2011 APEC Summit in Honolulu.

Notes that Hawaiʻi currently has only four honorary consuls from APEC member countries despite the forum's 21 member nations.

Identifies honorary consuls' roles as promoting commercial, economic, cultural, and scientific relations; expediting visa processing; and facilitating diplomat communications.

States that honorary consuls could help establish and maintain economic trade relations between Hawaiʻi and APEC member countries resulting from the summit.

Directs certified copies to be sent to the Governor, Director of Business, Economic Development, and Tourism, Consular Corps of Hawaiʻi, and the U.S. Secretary of State.
