Request the Attorney General to contract with independent researchers to study Hawaii's drug policies and evaluate their social and economic impacts.

Study must include demographics of substance abusers, foster care/adoption data related to substance abuse, homelessness statistics, education loan denials due to drug convictions, and employment drug policies.

Study must analyze treatment program capabilities, judiciary costs, law enforcement costs, and cost-effectiveness of programs over the preceding five years.

Attorney General must report findings and recommendations to the Legislature no later than twenty days before the Regular Session of 2012.

Certified copies must be transmitted to the Governor, Attorney General, judiciary officials, state directors, police chiefs, prosecutors, and legislative leadership across all counties.
