Requests the Department of Public Safety and Department of Hawaiian Home Lands to establish a task force to evaluate a potential memorandum of understanding for administering and operating a community-based offender reentry program on Hawaii Island.

Authorizes the Director of Public Safety and Chairperson of the Hawaiian Homes Commission to serve as co-chairpersons of the task force and select additional members to represent interested stakeholders.

Requires the task force to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the Regular Session of 2012.

Identifies the Land Management Division of the Department of Hawaiian Home Lands as responsible for managing non-homestead lands that could potentially be used for the community-based program.
