Requests the Office of Hawaiian Affairs to convene a task force to produce a comprehensive report on early intervention strategies and resources to reduce antisocial behavior and prevent incarceration and recidivism among Native Hawaiians

Addresses the disproportionate incarceration rate of Native Hawaiians, who represent 24 percent of Hawaii's population but 39 percent of the state's incarcerated population

References a September 2010 Office of Hawaiian Affairs report finding that Native Hawaiians face disparate treatment in the criminal justice system, including longer prison sentences and higher parole revocation rates

Requires the Office of Hawaiian Affairs to submit the comprehensive report to the Governor and Legislature no later than 20 days prior to the 2012 Regular Session

Directs certified copies of the resolution to be transmitted to the Governor, Director of Public Safety, and Chairperson of the Board of Trustees of the Office of Hawaiian Affairs
