Requests the Board of Regents of the University of Hawaii to establish a master's degree program in ethnic studies within the Ethnic Studies Department at the University of Hawaii at Manoa.

Requires the Board of Regents to submit a status report on steps taken to establish the program by fall semester 2013, with the report due to the Legislature no later than 20 days before the 2012 Regular Session.

Notes the Ethnic Studies Department began in 1970, became a department in 1995 offering bachelor's degrees, and has achieved national and international recognition for research on Native Hawaiians, Asian Americans, and Pacific Islanders.

Requires certified copies be transmitted to the Board of Regents Chairperson, University of Hawaii President, Manoa Chancellor, and other relevant academic leadership.
