Request that the Department of Public Safety provide security at Hawaii State Hospital beginning September 1, 2011, in accordance with Hawaii Revised Statutes section 26-14.6.

Hawaii State Hospital has experienced budget cuts and security reductions, resulting in approximately six escapes per year and numerous staff assaults, compromising safety for workers, patients, and the surrounding community.

Department of Health is requested to advise the Department of Public Safety on appropriate security levels needed at the hospital.

Directors of Health and Public Safety are requested to submit a report to the Legislature no later than twenty days before the 2012 Regular Session detailing security plans, strategies, and timetables for long-term facility security and addressing the State's growing and aging forensic patient population.
