Request the Department of Transportation to issue a request for proposals (RFP) to replace existing highway lighting systems on state roads with light-emitting diode (LED) lighting systems at no additional initial or annual costs to the State or counties.

Include technical requirements in the RFP such as lumen maintenance of at least 96%, reliability rate of at least 98%, efficiency exceeding 60 L/W, UL listing, and minimum five-year warranty covering all components and LED chips.

Require surge protection meeting IEEE Standard C62.41.2, less than 10% total harmonic distortion per FCC Part 15, and field-serviceable internal components.

Specify that fixtures must be listed on the U.S. Department of Energy's Lighting Facts website, American Recovery and Reinvestment Act compliant, and contain no more than 5% non-U.S. sourced components.

Require bidders to offer cost-neutral programs with net positive cash flow, provide performance guarantees, use state residents for implementation logistics, and maintain local sources for replacement components throughout the project duration.
