Legislature requests the Governor to ensure Chief Procurement Officers comply with Hawaii Public Procurement Code preferences for Hawaii products to support the state's agriculture industry and food security.

Statutory preference under HRS section 103D-1002 allows government purchases to favor products raised or grown within Hawaii, providing local agricultural producers with reliable markets and economic incentives for expansion.

Most Hawaii agriculture businesses qualify as "small businesses" under HRS section 103D-901 and are eligible for bid solicitation preferences under part IX of chapter 103D.

Aggressive implementation of existing procurement code preferences for Hawaii products and small businesses will increase availability of locally-grown food products and enhance Hawaii's food security over time.

Certified copies to be transmitted to the Governor, Board of Agriculture Chairperson, and State Procurement Office Administrator for distribution to each Chief Procurement Officer.
