Requests the Director of Human Resources Development to establish the Hawaii Government Employees Compensation Task Force to compare state and county employee compensation with other states and jurisdictions, accounting for Hawaii's higher cost of living (30-60% above national average).

Task Force shall examine wages, salaries, and employment compensation benefits (including insurance and retirement) for state and county employees in Hawaii versus other jurisdictions and private sector compensation in Hawaii.

Task Force membership comprises 11 members including legislators, state/county human resources directors, representatives from the Employees' Retirement System, Hawaii Health Systems Corporation, and the University of Hawaii Economic Research Organization.

Task Force members serve without compensation or reimbursement and shall select a chairperson from among their members to convene meetings.

Task Force must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2012 Regular Session convenes.
