Requests the Department of Commerce and Consumer Affairs to study Hawaii's laws governing cemetery and funeral trusts and provide consumer protection recommendations.

Directs study to address full portability of pre-need funeral plans, requiring 100 percent of moneys paid to be placed in trust with interest and earnings applied upon plan redemption.

Requires deadlines for fund transfers to trust accounts, annual statements of trust fund disposition, and confirmation notices to consumers.

Mandates refunds within 30 days of written cancellation notice, including amounts paid plus interest earned, less allowable cemetery or pre-need funeral authority costs.

Requires report to Legislature no later than 20 days before the start of the 2012 Regular Session.
