Urges the University of Hawaii College of Tropical Agriculture and Human Resources to develop a coordinated plan assisting home gardeners in forming community-based, home organic produce cooperatives.

Plan development should be conducted through the Cooperative Extension Service with assistance from the Department of Agriculture and the Department of Business, Economic Development, and Tourism.

Identifies potential cooperative benefits including education on organic produce growing, assistance with marketing surplus produce, and advice on selling organic produce to the public.

Requires the University of Hawaii to submit a progress report on plan development no later than twenty days before the 2012 Regular Session convenes.

Directs transmission of certified resolution copies to the University of Hawaii President, College Dean, Board of Agriculture Chairperson, Business Economic Development and Tourism Director, and Makiki Neighborhood Board Chairperson.
