Requests the Governor to establish a sister-state relationship between Hawaii and the Maritime Province (Primorsky Krai), Russia through the Hawaii Sister-State Committee for economic, cultural, security, and intellectual benefits.

Cites historical ties between Hawaii and Russia dating to 1803, including the first Russian ship arrival in Hawaii, consular representation established in 1859, Russian workers in sugar and pineapple plantations in the early 1900s, and Russian contributions to Hawaii's development.

Notes existing academic and scholarly relationships between the University of Hawaii and Russian institutions in the Far East, including marine science, astronomy, oceanography, and Asian-Pacific studies partnerships spanning decades.

Requires the Governor and Hawaii Sister-State Committee to keep the Legislature fully informed of the sister-state relationship establishment process and involve the Legislature in formalization.

Directs transmission of certified copies of the resolution to the U.S. President, Russian Federation President, Hawaii Governor, Russian Ambassador and Consul General, Maritime Province Governor, and relevant state and academic institutions.
