• Development agreement would allow private developers to construct required infrastructure and improvements to develop the land as general aviation facilities and airport-related uses.

• Private development partnership provides a solution since the Department of Transportation lacks funding for necessary capital improvements due to other priority projects.

• Agreement must comply with requirements of section 171-60, Hawaii Revised Statutes, which authorizes such development agreements for airport and airport-related uses on public lands.
