Requests the Governor to set aside and transfer 60 acres of land to establish a West Hawaii multi-purpose and intergenerational Veterans Center facility.

Identifies significant veteran population in West Hawaii (over 16,000 veterans on Hawaii Island) with 12.5% of Hawaii County's adult population being veterans, and notes the area lacks adequate facilities for veteran groups and services.

Proposes the new facility include space for veteran meetings, a museum, gymnasium/activity center, emergency shelter, and relocation of the Kailua-Kona Community Based Outpatient Clinic to better serve disabled veterans with improved accessibility.

Designates the West Hawaii Veterans Council (a nonprofit to be formed by the West Hawaii Veterans Cemetery Development and Expansion Association) to manage and operate the proposed facility.

Directs the Governor to coordinate with the Department of Land and Natural Resources and Hawaii Department of Defense to implement the land transfer by executive order.
