Request the Auditor to conduct a study identifying non-general funds that can be legally transferred to the general fund and determining the source of those funds.

Study must analyze whether fund sources are regulatory fees, taxes, or other sources, including whether fees were set by administrative rule or statute.

Study must examine whether funds are service/user fees, used for public purposes versus regulatory expenses, serve as security for revenue bonds, or are restricted by federal law requirements.

Auditor must report findings and recommendations, including proposed legislation for any recommended transfers, to the Legislature no later than 20 days before the 2012 Regular Session convenes.

Certified copies to be sent to the Attorney General, Auditor, Comptroller, and Director of Finance.
