Requires that all video or audio transmissions be made available on the legislature's website for on-demand viewing.

Notes that while both the House and Senate currently broadcast selected hearings, only the Senate makes broadcasts available on-demand on the legislative website.

Emphasizes transparency and public engagement as mechanisms to increase government accountability and citizen participation in the legislative process.

Directs certified copies of the resolution to be sent to the Speaker of the House, Senate President, and respective majority caucus leaders in both chambers.
